Personally I find that being able to actually use classes that aren’t bolted on, and having intellisense makes me much more productive than PHP, where it’s really easy to make typos that are hard to catch due to being a weakly-typed language. Plus when comparing a framework like CodeIgniter to ASP.NET MVC, the design of your code is pretty similar, except using different languages; and in this case the strong-typing is a plus.
