these numbers are very wrong.. I live in Brazil and almost everyone i know has internet access at their home..
and to think that i live in a 8 thousand people town.. ya i live around rednecks! lol o.O

so in a population of 200 milion people, just 27 milion use the internet?

these numbers are obviously wrong

The higher density of Canadian internet users vis a vis the US has been a known fact since either 200 or 2002. It is old news that Canada outpaced the US. It is not the only adoption of technolgy in which that is the case. It has alos been the case for online banking. In 2008, 67.1% of Cdn internet users bankd online vs. 44.4% of American users.
