SMR and terrestrial data licenses for point to point bases are traded between licensees on a frequent bases; these are channel and site allocations, not the broad tracts of multi-megahertz common carrier spectrum that gets all the attention. Very often, the go between for these industrial and business licenses are the RF engineering consultants and antenna tower folks. Not all such lateral deals are approved by the FCC controlling bodies, that seek to keep services tied to particular applications and market needs.
