If the server was at the data center and he had to call in to reboot it, he would not have been able to log on with a VNC client at the point of init 5.
The vnc server would not have been started yet.
Besides the point that the VNC client only does X and SSH only does shell logins, it does not give you virtual consoles into init processes. Unless he had a really, really long VGA wire from his station into the datacenter.

OK, it’s remote KVM where they tunnel the scan lines over SSH. I just remembered about that. Sorry. I don’t use that feature because it costs extra.
