Well, currently Google is maintaining a "double standard" in their Adwords. They are allowing big merchants (who spend minimum 0.5 mil a month) to promote TV on PC through Adwords. The small guys are getting warnings on a continuous basis. I have seen many examples, where a small advertiser is promoting tv organizers and they are getting slaps. Whereas the big guys are selling P2P apps similar to Sopcast and getting away with it. Based on these facts, Google is not really sure what they are looking for. Or it's just bunch of employees (without common-sense or analytical ability) who are making this mess. That's why probably Google wants to get into this business so that only them can rule.
