For a virus to spread you need a combination of the right environmental conditions e.g. low-cost data and the app needs to catchy; that means really compelling functionality. The carriers have a lockdown on cell-tower data, and even if you could access it, you'd have to negotiate access with all the major carriers, not just a few.
