I accept that the internet is monitored. It's human minds "inter"- connected. I believe all the data I've browsed on the internet is likely stored at some ISP or remote location. So yes, I think there are internet police. Why else the stories of people browsing the wrong things and having officers show up at their door? But what do I care. No one bothers me if I want to write dirty jokes all over the New York Times blog.
However, I do occasionally fret about my free consumption of copyrighted works. Yet, I'm not a mastermind hacker working 19 hrs. a day to find ways to get or distribute copyrighted material. The information is easily and readily available. So why not make it transparent that someone at the ISP's knows something and significantly hike up the fees of people who get copyrighted material via the 'net. Then, the ISP can start a copyright monitoring and compensation department to haggle it out with the copyright holders, while I enjoy the convenience of getting the new Disco Dan album in my underwear unfettered by the FBI.
As far as independent or small scale artists not getting their dues--well in blues music there is a thing called "PAYING your dues". All artists have to sacrifice to some extent before the money from their art starts rolling in. It's called getting your foot in the door. For these types of artists the internet is a good way to promote or get a buzz to put them in a position where (my proposed) copyright monitors or managers or label people, etc. , can help them profit from their art.
To sum up, I do feel guilty about getting free entertainment from these artists and not giving back. And I do want to contribute something to the various creators. It's just that these technologies have taught me that I don't have to leave my house or whip out a credit card every five minutes and then settle for poor quality media. How can I go back now? I'm hooked.
So all you copyright people, send me the bill. I'll pay it. Just don't charge me $10,000 for that Britney Spears song on my hard drive.

Peter Jenners suggestion that ISP's shopuld pay a tax to the music industry is scandalous. ISP's supply music publishers with a free delivery service, and they should be grateful. After all, if you sell goods by mail order you have to PAY the Post Office to deliver them to your customers. But far from being thankful for this generosity they want a tax on ISP's that would be passed on to the consumer.

I've never downloaded music, and if Mr Jenner and others in the music business think I should pay a tax to solve their business problem, they can think again!

After all, if you sell goods by mail order you have to PAY the Post Office to deliver them to your customers. But far from being thankful for this generosity they want a tax on ISP’s that would be passed on to the consumer.

I’ve never downloaded music, and if Mr Jenner and others in the music business think I should pay a tax to solve their business problem, they can think again!

[...] I spoke to Goldberg and Yahoo Music VP of Product Development Ian Rogers last week about their views on DRM today and going forward. While they won’t say DRM is dead, they do provide valuable insights as music industry insiders on what we can expect in the future. Including, possibly, side by side sales of DRM and non-DRM music, with a discount for customers who can stomach the DRM. We also talk briefly about the proposed music tax in Europe to replace DRM entirely. [...]

[...] One of the questions that I asked was his opinion on the long term viability of DRM. I don’t hide the fact that I think DRM isn’t workable, and actively support DRM-free music alternatives such as eMusic and Amie Street. The rise of illegal or quasi-legal options like AllofMP3 and BitTorrent ensure that users have plenty of options when it comes to DRM-free digital music. [...]
