There are approximately 12 million broadband subs in France. They may have been late to start, but the French are very Internet savvy and the competition has really improved the offers and uptake. (In the interest of full disclosure, I work for Orange.) My mom is getting 10x my (Palo Alto) bandwidth for half the price. And yes, the conference is in English as it gathers people from all around Europe, the US and Asia.
