I love it when I wish something existed, and then find out it already does.

The same thing happened to me with The Form Assembly, which provides a simple interface to build webforms. Last time I checked, there were still some odd interface quirks (like having to create your form from the top down or deal with the somewhat annoying task of promoting/demoting items to get them in the right order), but overall the service is exactly what I was looking for.
